An information system (IS) consists of hardware and software resources organized to collect, store, process and communicate digital information. The coherence and the control of the IS are key elements for the management of any private and public structure.

The International Office for Water (IOWater) has a clear knowledge of the information system, particularly in the field of water and its environment. It has been involved in the development of the French Water Information System (WIS) for more than 25 years. It works in France and abroad to carry out audits of information systems for technical and semantic interoperability and in a technological context: connected objects, digital city, open data, big data ... and regulatory it intervenes on the:

  • human organization (skill mapping) of the information system (IS): products, services, processes, regulations,
  • software (mapping of applications and services) of the information system (IS): process of collection, quality control, banking and dissemination in an open source context.

A functional map is drawn up based on interviews carried out in about one day, depending on the complexity of the observed system. It allows identifying all the resources and processes acting on the information system and their interactions.

A semantic analysis of the data of the information system is made according to the concepts already known to IOWater. It takes about 5 days depending on the complexity of the system studied. It allows identifying the main concepts of the information system and their dependencies with others from the Web "in a connected world".

As a result of this work, an action plan is drawn up by IOWater according to the expected objectives of the information system (IS). It consists of quantified actions enabling decision-makers to choose, prioritize and plan each action. The management and effectiveness of each action are achieved according to indicators defined within each action.

IOWater carries out quality audits of databases and applications meeting specific technical specifications. For example, IOWater carries out audits for the SANDRE (National Service for Water Data and Common Reference Frames Management).
