Description of the project: 

In Mauritius, the main bodies in charge of the water sector, under the supervision of the Ministry of Public Utilities (MPU), wish to implement an important professional continuing training program for their staff for accompanying the water sector reforms and backing up their strategy.

The 2005 project focused on the analysis of CWA results and implementation of a Benchmarking Management process based on a Performance Indicator System specifically dedicated to water utilities.

? Training of about 80 CWA Staff managers on the Performance Indicator System for water utilities:

? Management Indicator System describing water resources, the staffs, the water heritage, operation and maintenance, the service quality and economic and financial management.

? Analysis of operation performances: existing data

? Formulation of a strategy for the implementation of a new Benchmarking Management process based on the use of Performance Indicators for the management of the utility

? Choice of priorities for the development of the system and follow up of its implementation

? Selection and characterization of source data

? Training on a specific software for performance analysis

? Implementation of a quality approach: process and guidelines.
