Baseline Study for Non Revenue Water Management Capacity Building and Preparation of Specifications of a performance based contract for the Reduction of Non Revenue Water for Nairobi City
The overall objective of the assignment is to reduce Non Revenue Water (NRW) in the supply area of Nairobi Water and Sewerage Company Ltd. In doing so, the Consortium SEURECA - IOWater has been tasked with developing internal capacity of the Company and proposing the best ways for long term sustainability of Non-Revenue Water Management in Nairobi City.
It is expected that this will be accomplished through a permanent technical assistance by the Consortium SEURECA - IOWater to the establishment and implementation of an NRW unit at NCWSC central level,
The scope of services required include the following:
Set-up of the NRW unit. Organization and training
Assessment of the current NRW situation
Identification and implementation of pilot DMAs (District Metering Areas)
Updating technical tools: GIS, hydraulic modelling
Customer database review, cleaning and updating
Review of the distribution zones (Regions) with hydraulic and commercial autonomy
Implementation of a NRW management system: monitoring and reporting
Preparation of a quarterly-annual NRW programme, with baseline and targets to be measured with key performance indicators
Support to the implementation of actions plans at regional level
Design of performance-based contracts for pilot region(s)
Technical Assistance to NRW Reduction Unit (Year 2)
Experts from IOWater are responsible for the following activities:
o Set-up of the NRW unit. Organization, Proposition for its activities, priorities to be undertaken, relation with the other departments, and training
o Analysis of the current customer management business procedures, recommendations and training.
o Customer database review, cleaning and updating
o Design of performance-based contracts for pilot region(s), follow up of the tendering process, negotiation and implementation
